Yep. Here's a link to a local news station (KGW) where they identify the camera man and say it is in downtown Portland, near PGE park.

that's seattle, not portland... but we drive every bit as poorly in the snow down here. :)
no kidding, we got 2" of ice a couple years ago and it shut the entire city down for like 5 days.
