If you're going to show you can infect computer and skew the results, why change 2 out of 3? for the Fox audience don't you want to change all three?
Don't send your kids to Princeton for Computer Science. Not only will they screw up the "experiment" but they won't get shit for airtime.
Changing 2 out of 3 gets Bush the 51% he needs. If he got 100%, people would start getting suspicious.
